GEM is a guide to integrating a gender analysis into evaluations of initiatives that use Information and Communication Technologies (ICTs) for social change.

GEM provides a means for determining whether ICTs are really improving women's lives and gender relations as well as promoting positive change at the individual, institutional, community and broader social levels.

This guide is designed primarily for the use of GEM facilitators. The design premise upon which this guide is developed is that of “facilitator as learner” and mirrors the principles of learning that you are encouraged to use in your work.

Learning is a continuous process, and the assumption is that each individual will take what she or he needs from the guide, whether it is a “just in time” approach for the delivery of specific workshops or an in-depth study of facilitation techniques and learning principles. The content is designed to suit new and experienced facilitators alike.

The Gender Analysis for ICT Localisation Initiatives guide reflects the collective lessons of localisation initiatives in Asia which used APC’s Gender Evaluation Methodology for Internet and ICTs (GEM) to strengthen their gender perspective in project planning, monitoring and evaluation.

The Gender Evaluation for Telecentres guide reflects the collective lessons from telecentres in Colombia, Mali, Peru, the Philippines and Uganda. All of these telecentres had use the Gender Evaluation Methodology for Internet and ICTs (GEM) to strengthen their gender perspective in project planning, monitoring and evaluation.
